[users@httpd] Linux Command Question

Ever notice when you do a restart that in console it says:

"The system is going down for reboot NOW !!"

It's supposed to be a broadcast message, but i've never been able to do on 
myself (lets say: "Hi all, how's it going"). Is it possible to send a 
broadcast message that everyone can see? Also, how do i log users out?
