Part of the reliable messaging specification is that when sending a Fault message (which is RM generated) it should contain the action http://docs.oasis-open.org/ws-rx/wsrm/200702/fault.
At the moment it is not possible to throw an AxisFault and get the action set to anything other than the default addressing action http://www.w3.org/2005/08/addressing/soap/fault.
