403 Forbidden on repo.maven.apache.org

Hi all

At Travis-CI we expanded our NATs a bit and added some IP addresses to the
mix. Since then we see several users having problems connecting to the
repo's, they see 403 Forbidden. This is likely due to the new IP addresses
being blocked/rate limited.

Can someone at Apache help us to resolve this issue?
