[PR] Add Error Handling for Critical Network Operations [dubbo-python]

## What is the purpose of the change
Add comprehensive error handling **for critical network operations** to improve system reliability and debuggability.
## Brief changelog
- Added try-catch blocks with proper logging in client network operations (client.py)
- Implemented error handling for server startup and client creation (bootstrap.py)
- Added error handling for registry operations including destroy and availability checks (directories.py)
- Implemented error handling for CPU monitoring with retry mechanism (cpu.py)
- Enhanced compression operations with proper error handling (gzips.py)

Currently, the exception handling mechanism is not very well-developed and needs to be improved. However, addressing exception handling solely in the basic components and bootstrap parts is clearly not sufficient to achieve this goal. Such an approach would make it difficult for users or maintainers to troubleshoot problems as it is too general. Additionally, for the framework, some exceptions can be handled internally, while others need to be exposed to the user (specific practices can refer to the concepts in Dubbo-Java).
