In a refactoring effort last year, the system property REMOVE_FROM_QUEUE_ON_EXCEPTION was removed as it was unknown that it was actually being used. 

There are no tests that actually fail when the code is removed but it is a behavior that is definitely wanted by certain users and may be defaulted to in the future.
