[gump] update to maven-common-gump-build.xml

I've just updated the maven-common-gump-build.xml in /avalon/buildsystem 
  to eliminate all assumptions concerning project api/impl 
sub-structure.  While this was a viable strategy with respect to the 
framework build - it does not make sense with anything else in the 
avalon CVS.

The desired impact of the update is to significantly reduce the noise 
level in gump output and make life easier in sorting out gump related 
build issues.

Hopefully this change is not going to break any of the current gump 
build processes - but if it does expect a large number of failed gump 
notifications tomorrow morning.
