[OT] What is the best DTD<=>DTD mapping tool?

Hi, All,
We want to automatically generate .xsl file to map from an DTD file
generated by Oracle XML SQL utility to an arbitrary DTD. 
Are there any good tools to achieve this? I have tried using IBM 's Web
Service Development toolkit(itp) but I often got unexpected errors and had
to close the application.
