The create project button is next to the following text "- direct to TLP project and subproject to TLP".

Text terminating the responsibility of the parent project is added if a parent is selected. The incubator is not in the list of selections.
The expected workflow for graduating projects is to draft a resolution using the roster tool (example: [https://whimsy.apache.org/roster/ppmc/druid,] the button is at the bottom of that page), copy and paste that to the incubator mailing list, vote on it, and submit the results to the board. Such resolutions will contain the text severing the relationship with the Incubator.
