   Fixes potentially other bugs that would have used the last posted data
   in the handler.

   - Traffic Ops
   
   ## What is the best way to verify this PR? Please include manual steps or automated tests. 
   Follow the steps in the mentioned issues and try to reproduce the bugs.

   There aren't tests yet. I doubt this scenario will happen in the future. I'll see if I can add a simple test, but it shouldn't block the rest of this PR.
