The simplest solution here is to have a teardown mode -when set the {{maybeSaveHistory()}} code will not save its state.
The last state changed before teardown contains all the information needed to resume placement -which nodes were active at the time the state was saved. Logging that they were saved prior to teardown is irrelevant.
