[ericf] Boolean.valueOf(boolean) / JDK1.4

Eric,

Boolean.valueOf(boolean) is NOT available in JDK1.3 (Am referring to your change -
http://cvs.apache.org/viewcvs/xml-axis/java/src/org/apache/axis/wsdl/toJava/JavaBeanWriter.java.diff?r1=1.40&r2=1.41&diff_format=h)

So please adjust the code to work on both JDK1.3 and 1.4. Also please mark the bug in bugzilla as
fixed when you are done.
