Glad to join the PPMC

HI

I am glad about joining the APISIX PPMC. I will continue work on the
SkyWalking Nginx plugin and APISIX integration part.

BTW, any PPMC could add me on the roster? Seems I haven't been added yet.

PPMC should have the rights to do so.
When I access that page, only could add myself as mentor, I think that is
because I am an IPMC.
But I should be added as a PPMC member.
