   Add in the missing UK metropolitan districts to make the map ISO 3166-2 compliant. They overlap the underlying metropolitan counties above, so that whichever the data set uses it will show the appropriate one.
   
   Isle on Man also added is for bonus points :)
   
   Closes #3863
