> With SEP-14, we introduced System and StreamDescriptors and those descriptors will have toConfig() method to directly generate configuration. TableDescriptor is not following the same pattern and is converted to TableSpec before being used to generate configuration. We should consolidate those different configuration generation mechanisms to follow the same descriptor-to-configure and move the logic into ExecutionPlanner.
