It seems the directory gets created via
ambari/ambari-server/src/main/python/ambari_server/serverConfiguration.py:430:          os.makedirs(directory, 0755)
invoked by
ambari/ambari-server/src/main/python/ambari_server/serverConfiguration.py:384:    self.check_if_directories_writable([self.OUT_DIR, self.PID_DIR])

By the time the (init-) process is still running as root. One possibility would be to chown() the dir to the ambari-user after creation of that dir
