apache service monitor won't give up focus

- using win xp pro sp-1
- verified on three separate systems

when the apache service monitor is opened and other applications are running, 
the apache service monitor won't properly give up application focus in win xp.

for instance, if you have several apps opened and want to switch focus from 
the apache service monitor to another app by clicking on the other app's bar 
in the windows task bar, the focus will not change from apache to the next app.

however, as soon as the apache service monitor is closed, changing focus 
between applications begins behaving properly again.
