Amila Chinthaka Suriarachchi resolved AXIS2-1458.

Resolution: Fixed
Although this wsdl incorrect wsdl4j does not give any exception and it generates the object structure. then axis2 generates the code.
I tested with the wsdl and it generates the code for all services.

Unless I'm missing something, this particular example is an invalid WSDL. The WSDL schema says all the components can repeat, but they need to be in order (so all the <message>s, followed by all the <portType>s, followed by all the <binding>s, followed by all the <service>s). This one instead has the <message>*<portType><binding><service> sequence repeated.
