commons-logging bug 17894
This bug says that the commons-logging.jar we ship with the nightly builds
is broken and the official relased logging jar still works.

What version do we ship with the nightlies and is there any idea what may be
wrong? I seem to remember that we build nightly versions of the dependant
jars so there may be a problem building the logging jar.

Nightly builds of Struts include the latest HEAD branch code of all the
Commons packages that we include. IIRC, we do have a dependency on
something that was added to commons-logging recently, so we'll need a
1.0.3 release of logging.
