[PATCH] Start of JSR-88 Server Provider impl
Here's my first stab at implementing a DeploymentManager. It
doesn't really do anything interesting yet, but you can register the
factory and get an instance, and there's a placeholder for where it will
communicate with a server over the network. I'm next going to work on
providing some DConfigBeans, so the tool provider interface has something
to work with.

Patch applied - thanks Aaron. Some unit tests for this stuff would be
nice - how about deriving from the unit tests Maas submitted?
