Description:
If you're developing on a Windows platform, you cannot undeploy a web application while the server is running.  This means that you need to restart the server if you want to remove (or replace) a web archive.  I'm told this has to do with some sort of file locking and the problem isn't new but keeps getting reintroduced into the server.  Is there *any* way we can remove this obstacle?

It's positively discouraging.
