Action Base class has already have reference to ActionServlet  (  by -
servlet )

So have a button in the jsp as u said . And in your Action class call
servlet.reload( ) . This reload () method is defined in the ActionServlet
class as public method which calls initApplication ( ) which  loads the
applicationResources
