ServiceManagerClient trouble - not Xerces version related

I am trying to use the ServiceManagerClient to deploy the samples but I am
getting the following error:

"Ouch, the call failed:
  Fault Code   = SOAP-ENV:Server.Exception:
  Fault String = java.lang.NoSuchMethodError"

What does this mean?  It seems as if the rpcrouter servlet must be installed
correctly for any response to have been generated...

I am running SOAP 1.2, Xerces 1.2.3, and Tomcat 3.2.1
