   (also fixes [BEAM-4776](https://issues.apache.org/jira/browse/BEAM-4776) (Java) and [BEAM-4777](https://issues.apache.org/jira/browse/BEAM-4777) (Python)
   
   This currently sits on top of https://github.com/ajamato/beam/pull/1 (which adds a couple of tweaks to #7624), #7621, #7637, #7638, and #7639.
   
   [The last 13 commits](https://github.com/ryan-williams/beam/compare/job-metrics-base...ryan-williams:job-api-portable-metrics) are hopefully well-differentiated, and represent the actual new functionality not covered by the PRs it's based on.
   
   With this merged:
   - python portable wordcount receives and prints metrics
   - portable VR Flink test cases covering "attempted metrics" can be enabled (see last commit)
   
   Submitting now to start CI-debugging, and also to seed some design discussions.
