{{TestRollingUpgrade}} fails when restarting the NN because {{OP_ROLLING_UPGRADE_START}} and {{OP_ROLLING_UPGRADE_FINALIZE}} are not expected.

The fix is to start/finalize rolling upgrade when the corresponding edit log op is seen.
