Tigris Skin

The tigris skin looks somewhat incomplete. For example, the table grid does not have right and bottom border. THe same apply for notes. The copyright notice is with default font size rather then the usual case when it is a fine print. Is this all done on purpose or it is an error ?

The tigris skin is taken from the Tigris Style project, and uses almost 
exactly the same stylesheets as seen here:

   http://style.tigris.org/nonav/docs/sampler_inst.html

The goal is to use only the original styles, with minor corrections for 
conformance (not visual changes).
