Searchbox "floats" to top in Moz browsers

When first going to a site created with apache forrest the searchbox is floating at the top of the page.  Reloading the page or going to another page corrects it and it goes to its normal place and stays there for the rest of the browser session.  Close and reopen the browser and it is floating again.  Observed at  Apache Forrest and Apache Lenya on the web as well as a newly seeded local site.
