porting derby-4437 work to 10.8 branch

There is a discussion happening on DERBY-4437 about how much of the work 
should be backported to 10.8. In particular, it would be good to hear 
more opinions about whether the backport should include an extra knob 
for customizing the behavior of identity/sequence generators for 
concurrency and backward compatibility.
