Lack of BaseTool class

We are in the midst of large re-design of our application.  One of the
things we have focused on was building an appropriate set of build tools
for template data access.  We've noticed there are a number of methods
that must be defined by all tools, and these methods for the most part
are identical between tools ( init, dispose, recycle, etc).  Is there a
design consideration that I am missing that would preclude the definiton
of a TurbineBaseTool class?

And is this germane to this list, or is this sort of discussion more
appropriate to the user list?
