We can also use the ANT-approach to make "file://" urls for non-relase builds. Nevertheless, if the value is overwritten via sysprops from outside, we should respect this.
So the default value for the lucene and solr URLs (see documentation task) should maybe indeed use the ant approach if {{version!=version.base}}.
