This isn't really the job of Maven, but m2e which integrates it into Eclipse. There's already an existing m2e connector for the {{maven-dependency-plugin}} available here: https://marketplace.eclipse.org/content/m2e-connector-maven-dependency-plugin. It integrates most of the goals of the plugin and will solve the errors you have. Can you try to install this connector? You will need to update all of your Maven Project in Eclipse after installation.
