muse.xml not generated

Hi, 
 
When I run the wsdl2java tool on my wsdl the muse.xml file is not
generated. 
I get no error message and everything else seems to get generated,
except the router-entries directory in WEB-INF\classes\. 
 
My wsdl is attached. 
 
The command I use is shown below:
>wsdl2java -j2ee axis2 -wsdl "..\..\FMS-WSDL\Test\FMSresource.wsdl"
-output .\FMSproducer
 
Any ideas?
