The QMF implementation in the Java Broker is incomplete, the QMF data model does not fit well with how the Java Broker actually works (e.g. the Java Broker supports multiple vhosts), and the implementation is not well tested or maintained (indeed it currently does not function).

Propose removing the current implementation, perhaps to re-implement at a later date based on top of the other management work currently being carried out.
