[I] Home page banner, placeholder and footer text are not translated [rocketmq-dashboard]
btlqql opened a new issue, #2071:

## Problem
web/src/pages/home/index.tsx mixes t() calls with hard-coded Chinese strings for the banner, input placeholder, model selector and footer.
## Expected
Move the remaining strings into translations.ts.
