I want to get a Technorati license, who can give me?

Dear All:
      I use roller 2.3 set up a website http://blog.showo.cn . I want to get a Technorati license. But I can't access the Technorati develop website. I am in China, some website is forbidden.

All technorati domain can't access, include http://www.technorati.com and http://developers.technorati.com/.
