URL: https://github.com/apache/trafficcontrol/pull/3767
## What does this PR (Pull Request) do?
- [x] This PR is not related to any Issue
Adds a Powershell script equivalent to `pkg` allowing RPMs to be built on Windows
## Which Traffic Control components are affected by this PR?
None
This doesn't include documentation because I don't want to commit to supporting this script into the future, and we don't officially support Windows as a development environment or even for running CiaB - although the CiaB docs contain some references to Windows (though I've found it impossible thus far to run CiaB on Windows without a subsystem compatibility layer). It's just something that's there and maybe works, and if it does it makes Windows users' lives a little easier.
## What is the best way to verify this PR?
Run `pkg.ps1` on a Windows PC with Docker Desktop installed and make sure that the RPMs get generated. If you feel like it - like I said I don't wanna commit to this being guaranteed to work. Tested on Windows 10 with Powershell>=3.0
## The following criteria are ALL met by this PR
- [x] I have explained why tests are unnecessary
- [x] I have explained why documentation is unnecessary
- [x] An update to CHANGELOG.md is not necessary
- [x] This PR includes any and all required license headers
- [x] This PR does not include a database migration
- [ ] This PR **DOES NOT FIX A SERIOUS SECURITY VULNERABILITY**
