   ### Description
   
   When clearing the task and its downstream tasks, we can control whether certain tasks needs to be cleared
   
   ### Use case/motivation
   
   In my application, when we clear the task and its downstream tasks, there are some tasks we don't want to clear it what will cause it to run again. We want to  have an external table that controls whether a task can be cleared. When a task is not allowed to be cleared, its downstream tasks are not cleared either.
