We should allow the user to put pom expressions into the user.xml, and interpolate them against the current pom at runtime. This will make all configuration consistent.

NOTE: Interpolation of POM values from the UserModel WILL NOT be supported, since this breaks portability.

This is going to require some extreme redesign, and currently we don't have any use-cases that this would support.
