[Apache Trafodion 1.2.0] Use free tool to build windows ODBC

Hi all,

I am working on using free tool instead of the commercial software to build windows ODBC driver. I think it is required by release 1.2.0 .
I create a pull request for it https://github.com/apache/incubator-trafodion/pull/116 . It will use inno setup and Visual Studio Community 2013, both of them are free.
