Fixed in  da2c792059a40c2d0b873c347acbbf4db4d2b274

With this fix, exception will be thrown to the upstream. Sample:

stratos> update-subscription myphp --resource-path /Volumes/wso2/stratos-4.1.0/M1/manual-scaling.json 
Error [code =  400, message =  KUBERNETES_REPLICAS_MIN should be less than KUBERNETES_REPLICAS_MAX . But 21 is not less than 20.]
