Sometimes users will want to pre-split a table (e.g. for date partitioned keys), and will have empty tablets for a while. This improvement will need some notion of when it is not appropriate to merge without disabling entirely. Specifically, it would be desirable to leave the new tablets untouched until they are actually populated, but keep old tablets eligible for merge as data ages off and they shrink over time.
