returning to make quorum

Darrel Schneider commented on GEODE-7036:
-----------------------------------------
Another thing this bug caused is that a locator that restarts may no longer provide cluster configuration. If you hit this problem the restarted locator log will contain an info message that says: "Cluster configuration service not enabled as it is only supported in dedicated locators".

> In configuration with 2 locators and 2 servers, first restart coordinator and non-lead server. After restarted members are up, restart remaining members. At moment when currently restarted locator is returning to quorum, NPE occurs in previous-restarted locator.
