   ## Which issue does this PR close?
   
   Part of https://github.com/apache/arrow-datafusion/issues/1754
   
   ## Rationale for this change
   
   I am trying to extract physical_plan into is own crate and to do so I  need to move dependencies around so there are no circular dependencies within `datafusion_core`
   
   ## What changes are included in this PR?
   
   1. Move `Partitioning` and`Distribution` to physical_expr
   2. move `ordering_equivalence_properties_helper` to be with the rest of the order equivalence code
   
   ## Are these changes tested?
   
   By existing tests
   
   ## Are there any user-facing changes?
   No - I left backwards compatible `pub use`
