my todo list

I committed the --message-encoding change for -F. I have no idea if
it works yet. Still need to fool with it via hand-tests and all, but
it certainly passes 'make check' with --enable-utf8.

My todo list:

   * write at least one utf-8 python test (karl and I have discussed
exactly how this would work, details to come...)

   * I've not yet "cleaned up" the double routines in utf.c, nor have
I switched their argument orders. I'll do it on monday, unless
someone beats me to it. (We'd like the #ifdef UTF8 code to be
-within- each function, not have two different definitions of
each function. It confuses humans and tag-tables. Also, the
return parameters should come before the input params.)

   * we still need to excise url-escaping from our libraries. this
includes reverting r2406, among other things.

+1, and yay.

Did you want me to take care of this last one? I was planning to do
it anyway, as we were talking about at the office, though if you have
your heart set on it I won't stand in your way.

Aside from the (presumed) wc corruption bug, I'm also working on case
canonicalization and path canonicalization, for the rest of issue
#494. It's mostly done; but now on hold during wc explorations :-).
