[PR] [FLINK-39278][table] Indexing of columns in `CREATE [MATERUALIZED ]TABLE` should start with 1 in error messages [flink]

## What is the purpose of the change
In error messages it tells about column position indexing it starting with 0 while in SQL it should start with 1
## Brief change log
error messages change position to +1
## Verifying this change
Tests are updated
