I have implemented a routine in the MockServer to read in any xsd:time or xsd:dateTime values suffixed with ##TIME## and apply the correct timezone offset for the machine on which it is currently running.

All existing unit testcases with xsd:time or xsd:dateTime have been updated to work with this system.
