Description:
Until the snickers encoder peice is ready we need to use the snacc provider in the interim.  The last step in stubbing out the encoder is in getting the present snacc provider working with it even if it defeats several of the high performance aspects of the server.  This is just an intermediate solution until we reach the end state.

Perhaps its best to just write the snacc based encoder/decoder implementations as a separate implementation projects within the encoder/decoder regions of svn.
