jetspeed deployment engine removes WEB-INF/tld/portlet.tld from portlet app web archive

If my portlet web archive contains a file, WEB-INF/tld/portlet.tld, the jetspeed deployment engine removes it from my web archive before it is deployed to tomcat.

Any JSPs that reference this tag library then fail to compile.
