fix(web): type a missing audit operator as null so the frontend build compiles

`npm run build` is `tsc -b && vite build`, and the audit risk insights test merged in #6367 passes
`operator: null` for its "missing operator" case while `AuditRecord.operator` is typed as a non-null
string, so the trunk no longer type-checks:

    src/pages/ops/__tests__/auditRiskInsights.test.ts(193,23): error TS2322:
    Type 'null' is not assignable to type 'string | undefined'.

The column is nullable in the schema and every renderer already falls back (`issue.operator ?? '-'`,
`record.operator || '-'`, `a.operator ?? ''`), so the type is what went stale, not the test.
