Processing instruction

Hi there!
When I save an XML-File as UTF-16, the encoding is
written as "UTF-16(LE)". But when I load the file 
in XMLSpy, it claims that the file is not well-formed
and insists on "UTF-16-LE". Who is wrong, XMLSpy or
Xerces?
