When you have configured a Swift Secondary Storage and its Secondary Staging Stores you are not able to Select a particular Zone when registering a template.

The impact is that the only person that can register templates is the administrator of the cloud. A Domain –Admin user cannot register templates because they do not have permission to do this for all zones. The error that they get is "Please Specify a Valid Zone ID". This is not seen in a NFS regular secondary storage. I see this as a defect but do we a constraint that in Swift only a template can be downloaded by the root administrator.
